Forum / State Landlord Tenant Law / Eviction with out lease agreement

I am in State of Oregon and we got a new building last month with tenants in there... tenants are refusing to sign a new lease with us and aren't paying the rent to us either... my question is: can we give them an eviction notice or 72 hours of non payment of the rent? Or, what should I do in this situation? Thank you in advance.
