I'm unable to find an occupancy limit guideline for Toledo OH. I have only seen general terms online of 2 people per bedroom. Is it legal to refuse to lease a 2 bedroom to someone with more than 4 occupants?

Sure. As for occupancy limits, check with your local fire department.
