I have a tenant who signed a lease. He provided the first month's rent but not the security deposit as the lease requiries. I would not allow him to occupy until he provided the security deposit. He is still balking. Can I simply rescind the lease and move on? To be clear, he has never occupied the property and I won;t give him the keys until he complies with the lease occupation terms.

I would give him notice that if the deposit is not paid (sufficient notice per your laws) you will be terminating the lease. If it still is not paid send him a lease termination. good luck.
