Tenant leases Garage. The lease states, "1 vehicle garage space". Tenant has storage and a few other items in addition to "1 vehicle space". Can the landlord in PA charge a "storage fee" for the additional space or for any other type of storage (ex., in the basement area).

Yes they can they can also consider that a violation of the lease if the tenant does not fix it. You would want to write up a notice to inform the tenant.
