is it true that the tenant is responsible for any plumbing repairs?

This is not necessarily true unless it is specifically stated in the lease that the tenant signs. In most cases the landlord must supply the means for water heat etc. This means it should all be in working order. Now the tenant in most cases are responsible for paying the utilities and having them set up in their name.
