I have a new tenant that convinced me to delay the payment of their security deposits. She is now 13 days past the deadline that she agreed to pay by. I gave her the form:" past due payment agreement" and gave her another 4 days. if after this time frame she has still not paid... Can I use the 3 day pay or quit on a deposit issue? IF not, what form should be used next?

Yes you can use the 3 day notice to pay or quit, If it is this early into the lease and she cannot even pay the security deposit then you will want them out of there asap!
