Landlord Question and Answer Forum
In New York State, are landlords obligated to provide access to the water meter, breaker box, hot water tank ect? This is in a duplex that is split up and down. All facilities come into the basement and are located there. The only entrance to the basement is through the bottom unit.

There is no obligation in new your for the tenant to have access however if the utilities are in the tenants name the utility companies may need to access the meters at the start and end of the leases.

Hey Cory D I help run my uncles building and that same problem has happened to me. I found out a better solution to prevent water loss over a period of time. I was able to save 30% per apartment per year on our water bill with the help of the water scrooge http://thewaterscrooge.com/landlord/
