If you rented house with all utilies incuded and they are behind on rent can i shut those off

I personally would not turn the utilities off, however I would pay the utilities and charge them the penalty fee that you would be charged if you were to miss a payment. If you decide to turn the utilities off send them a notice that the utilities will be turned over to them due to non-payment and they would need to contact the utility departments to get them turned back on. Try to stay on good terms because once they get a bad taste int heir mouth they may be even a bigger head ache.

RE: utilities included in rent
I have a subsidized tenant in Washington, DC with utilities included. How can I bill tenant for overage or excessive utility usage? The EZ form letter includes language for billing overage to tenant along with general language alerting tenant of excessive usage. How to handle?
