can the landlord hold the deposit for damages to the yard? they shut off the sprinkler system we had dead trees, shrubs and grass, weeds over 6' high?

Yes if it was not normal wear and tear and they actually neglected things that they should have taken care of you can use the security toward those costs. Make sure that you collect photos and receipts of the damages and repairs to hold incase it goes to court.
