tenant said i was harrassing her by sending too many
legal forms, she only should get 1 a week in pa. she is in arrears,
so i sent many that apply, is it harrassment?

I don't believe one notice a week is needed, there should be a notice for 10 days that is sent and then after that period Provide a second notice saying that you will take legal action then after no response to that you can a notice of pay rent or quit. Usually this is enough to make them pay. If not you should go directly to a court or attorney. They will be able to do the rest of the communication from there on out. If you send a weekly notice it may be harassment and would go on for ever but make a stressed notice that legal action will be taken and you should only need one notice.
