The lease is over and done, are the tenants still required by Oklahoma law to give a 30 day notice before moving? The apartment is clean and they left their security deposit and was out before the next months rent was due. Can I still take them to court ?

Their lease is over you should return the security deposit and taking them to court will prove that they did nothing wrong so move on as they did.
