Upon cleaning up on a tenant that moved out, I found smoke stains on the carpets and drug paraphernalia. The neighbors had already reported suspicious drug dealing activity. Do I have to legally return her deposit? Thanks

You can report the drugs to the police. The security deposit should be returned less any damages.
