Upon move-out, the tenants took every light bulb with them. Can this be taken from the Security deposit?

If you supplied light bulbs in every fixture when they moved in, then yes, you can charge for the missing bulbs. But it has to be reasonable charges. Sounds like you had really petty tenants. On the plus side, you get to put in all new bulbs and the tenants will pay for them.
