I've given my tenants a 3 day demand for rent, which expired yesterday. Their annual lease has expired and rolled into a month to month lease. What are my next steps, should I send them a 30 day letter to surrender the apartment or is there an intermediary step I need to take?

You probably should start an eviction process. Sending the a 30 day Notice will only prolong things. What happens if they don't move? You're back at square 1 and probably out another months rent.
