In the state of California do you have to serve a 30 day notice after the 3 day or quit has been served and they don't comply before you can file an unlawful detainer? Also we want to inspect the property and take pictures inside when we serve the 3 day or quit notice so if they damage the property after we serve them we have proof, the problem is that I know you must give notice before entering property but the tenants are not answering the phone to us, so how do we give them notice to enter property?

The answer to your first question is that you can file for eviction after the 3 day notice IF the lease violation is non-payment of rent or a fixable violation. As for giving notice to enter, you post it on the door.

1.By posting it on the door, can it be in an envelope posted or is it supposed to be flat open so all can read it? 2.Do I need to take a picture to show it was posted? 3.Do I also need to send it certified/return receipt?
