I have a tenant who is in a one year lease that abandoned the property on the 15th of this month. I live in Oregon and need to veryify if I can change the locks now or if I need to wait until the first of November. She has paid rent through October, but all utilities have been taken out of her name.

I would think you should be able to start prepping the rental. But I would not change the locks until she either returns the keys; has given notice. Technically, she has paid through the end of the month. Unless you want to go through eviction procedures, I would wait before changing any locks.
