My tenant moved out on May 5th and we did a walk through but I wasn’t able to check plumbing, electrical issues or gas. Who is responsible to pay for utilities during the walk through?

they shouldn't have been shut-off until they turned the property over to you. If you are taking possession at the completion of the walk thru I'd just turn them on in my name you'll need them for turning the property.
