Security Deposit Non Payment

Tenant and I agreed to break up the Security Deposit payment into two portions. The first portion and first months rent was paid upon move in. Second part was due 2/15/2020 and has not made any efforts to pay or communicate non payment. They also didn't switch utilities the first week they moved in. I kept the utilities on and let them know of the date it was set to turn off. I don't know if they have turned it on as of yet. It was shut off on my account Friday. How do I proceed?
