Tenant seems to have abandoned the property

In August I rented an efficiency to a woman who ended up in jail in for 60 days (Sept & Aug) which used up her deposit & security. She paid the rent for Nov. She left around Dec 5th. She did not pay the rent for Dec and is now late for January. All her things are still in the room. Her mail comes to my address. My messages & phones have not been answered. Do I send her a 3-day notice?
