I have a tenant that is withholding the deposit and only paying partial rent $375 + $125 deposit = $500. He also has damaged my kitchen blinds and the shade in his room. Both need replaced. He never cleaned his bathroom the entire time he rented from me and at this rate how can I charge him a cleaning fee for that? What steps should I take at this point?

There is no way to charge a cleaning fee if it is not lined up in the lease. You will just want to get rid of this tenant asap. Do not renew!!! GUH people are so awful sometimes. I love these forums because while i have been through so much in this field i am always learning new things.
