What can I do if my landlord shut my gas off back in Aug and refuses to turn on now that it's cold because I am $186 short on my rent each month for the past 4 months. ( utilities are included in my rent) And he sent email to vacate by Nov 30th I haven't yet and didn't pay dec rent so is next step for him to evict me??

You would get shut off if you couldn't pay the gas bill and if you do not pay your rent, the landlord can start the eviction process. i would do your best or at least give your intent to pay.
