The tenant has moved out and the damages they caused was over the $`1500 security deposit. Can I use the pet deposit of $500 to offset the remainder of the costs?

The pet deposit is used for damages as well. Usually to cover pet damages. However, i would definitely ask an attorney just to be sure.
