I have a renter who, for weeks prior to the end of the annual lease bugged me to get them the new lease. Then within 5 days of the end of the lease, they advise that they will not be renewing and will be moving. Does this give me the right to retain any of their deposit.

no the deposit is usually strictly for damages, depending on the agreement and property location.
