My tenant just moved out, and I have to fix where he ran his car into the side of the garage. My question is how do I go about deciding how much to charge? I don't have time to repair it right now, but I will need to in the near future.

You can simply get a quote form a contractor. Most offer free quote and if it is on paper it doesn't matter who does it or when it is done but you can use the security or even a small claims to get the money needed for repairs. Take picture and get proof of damages.
