A tenant has moved out 3 months early. She is still paying rent for the next 3 months. However, she returned the utilities to name name early. Does that constitute "abandoning" the property? She no longer lives there but still has belongings on the property.
Frankly, I would like to get her out early.

As long as they are paying for rent you should not do anything with their belongings they should have until the date that they are due to move out. If they are paying then removing the property or changing locks will be infringing on their rights. You want to make sure that you have all agreements in writing.
