My tenant (in Philadelphia, PA) gave official written notice. We have held open houses and showings and found a new tenant. We are about to sign the new tenant when the current tenant sends a note saying "actually I'm staying after all".
The lease was month to month, are we obligated to let them stay? Or can we make her move out anyway?

This cannot be done, if there is a notice that they are moving out you do not have to abide by there notice to suddenly stay. This will not hold up in a court case and you do not have to let them stay. On a month to month make sure all notices are 30 days. Good Luck.
