tenant’s lease expires on December 18, 2015, and they have not paid rent covering December 1st to December 18th, which has been prorated to $900 rather than the entire month’s amount of $1,550. When they move out on December 15th, can I take $900 from their security deposit?
What is the correct legal course of action in this situation?

Yes if they do not pay you can use the security deposit to cover the rent and repairs. If they still owe more due to repairs you can do the small claims court thing. Make sure you send and have receipts for everything as well as a listed deductions list.
