My husband has tenants who completed a one year lease. Now they are on month-to-month. Is it necessary to post a 30 notice to vacate, or a notice to quit if he wants them to move within 30 days?

Yes they must be given a minimum of 30 days notice, it should be plenty of time and if you have a good relationship with your tenants it should all go smoothly.
