My tenants were on a 15mth lease and left after 8mths. The were supposed to provide move out in writing and only sent a text that they were leaving at end of month with no explanation. There were minor deductions from security deposit, but can I keep the rest for breach of contract. The security deposit was 1000 but their rent was 1650.

Yes you can use the remaining security to cover the loss of time that a tenant was not in there. However if you have moved tenants in then you may only take as much that covers cost till the time the new tenants moved in.
