I live in Vancouver WA I gave a tenant a 3 day notice about 45 days ago, after many excuses I am finally starting the eviction process. Do I have to re-due another 3 day notice since so much time has passed or can I proceed with the summons.

You may want to do another 3 day notice and submit it to the court too. You must submit this to court as a notice of delivery so that the court can start the eviction on their end. They will also help you in what is required in your area.
