My lease ended today, but the tenant no-showed for the walk through (no repairs done, so it was probably intentional). She is not responding and I don't have her keys, but I have a very short turn around to get my new tenant in. Can I change the locks and move on with the new lease? She has left a small amount of stuff in the garage, but the house is empty.

Yes, if the lease is officially over you can change the locks as the contract has ended that was agreed in the written lease. If there are still belongings you must store them usually, for 30 days before you dispose. You will need to forward a notice to the new address or by email. As long as you do all of this you are covered.
