My son just bought a house in Tennessee. His roommate at the time moved with him on June 30th with the verbal agreement of paying 50% of rent. There is no legal document involved. No payment has been made and it is past the agreed upon due date. Without any legal exchange (document or tender), does he have legal obligations towards her before giving her 3 days notice to vacate?

Yes, he will still need to give the tenant a 30 day notice to vacate. Even with a verbal agreement it is officially recognized as a binding agreement.
