I have a tenant who is moving out after living in my rental for 5 years. If the carpet can not be cleaned and brought back to life can I withhold a portion of their security deposit.

For more than 5 years? Normally, you can only deduct on repairs to damages beyond normal wear and tear. If they have been there for that long it may fall under just that. Be careful to make sure that you have photos and documentation of the original carpet install, basically anything that would help you rightfully deduct the security deposit.
