Tenants have been given a 30 day notice to vacate premises, starting on Sept 18, to be out by Oct 18, however they still have not paid for the 18days in October that were due by 5th, therefore, a 3 day notice to pay rent and late fees was given to them. To date no payment, question? Do we have the right to turn off the utilities to avoid them skipping out and not paying that as well?

NEVER. You can never legally turn off utilities to force a tenant out. You've given your notices, now why haven't you filed eviction against them? You only need one notice. When they ignore that notice what makes you think they will pay when you send a second and third? Just file the court paperwork and then you will be sending a message they will actually pay attention to.
