A lawyer recently told me that now all landlords in Washington DC are required to provide a disclosure ina lease that a property is not a subject of rent control 9unless of course it is rent controlled). where can I find out this legal information?

Hmmm you may want to double check with your Housing Regulation Administration. They should certainly be able to give you the answer.
