if a future tenant signs the lease agreement today for move in on Nov. 1st. and they decide not to proceed with the agreement and not move in before Nov 1st...is there any legal consequences or obligations to the future tenant.
Can i draft something in lease agreement stating that if they do not move in on Nov. 1st, then they are still obligated to pay for one months worth of rent?

Homer, when they sign the lease, its a legally binding contract. Some states allow you to keep the deposit if the tenant fails to move in after a lease was signed.
