I have a tenant who wants to evict her roomate for not helping pay bills, she signed the lease her room mate did not but both names is on the lease.

If a tenant is not paying rent you may send them a late notice, and if its not settled you may start the eviction process as the landlord. Tenants may not evict other tenants.
