What can I do in case the tenant decide to leave before the one year contract, how much should I penalize Im in Maryland

Not much. I would try to find out why. Maybe it could be negotiated. Your contract should spell out what they would be responsible for if they did leave early. Advertising, rent until new tenant is located, 1/2 months rent as penalty, etc.
