Other than military clause, what is specified number of days for tenant to notify landlord if they intend to break lease? 30, 60, or 90 days? Can you make tenant pay the month's rent if they break lease?

No amount of notice is sufficient for someone to BREAK the lease agreement - that's never ok. I think the notice you're referring to is for notifying you whether they want to continue leasing, at the end of the lease term.
