New tenant wants to run small child care on premises. She is licenced by state of florida but is not required to hold liability insurance. How much legal exposure is before me? How much liability is needed for renters insurance limits? She also has two dogs which the parents sign waivers for.

I would make sure that she can legally run the business from the rental property the way it's zoned, and you might consider requiring her to get liability insurance. It may also be a good idea to have her clients sign release waivers that hold you harmless for anything that happens to their kids in the house.
