I found my tenant made some arrangement in the garage and someone is living and cooking inside? How do I solve this?

I rent out my 4 bed room house just a month ago. I found out some one is living in the garage. I saw the bed, stove, etc. It is in a city, Stockton, Central Valley, California. In my rental agreement, nothing is mentioned related to garage space but mentioned mostly for the proper use and maintenance of the property. I feel like it is illegal to live and cook in the garage. What will be the best way to solve this issue? Thank you.

When I asked the tenant, he is denying nobody lives there. But I saw the evidence of bed and stove. What should I do?
