If a tenant is on a month-to-month lease and I issue a non-renewal providing them 35-days notice. Do I still need to go to the court to file for them to leave? Also, if the lease is in the wife's name with marriage partner listed as an occupant, do I need to provide each with the non-renewal?

No. Courts are only used if they do not comply with leaving. Only the names on the lease need to be notified.
