What are the legal way to communicating with tenants in California? Also, can you get notices for increases in rent or lease violations with text messages and /or emails?

I email notices to the tenants. Texting is a little less formal than emailing but unless your lease states that a writing does not include digital communications, then you should be fine. You should also consider that in CA there are a lot of laws so i would look into doing some research.
