I have a tenant who has a 24 month lease. In month 5, the tenant sent me a letter stating that they intend to vacate and terminate the lease. Now they want to stay and finish the lease. Am I obligated to allow them to rescind the notice of termination?

Unless there was an agreement signed or a mutual termination agreement in place the original terms of the lease should hold. If a tenant signs a fixed term lease they are legally responsible to pay for the full term It is only if the landlord lets them out of the lease that they do not.
In your case it seems like you may have a good relationship with your tenant so make the decision of what you want, this is your property, your business treat it professionally and communicate with your tenant to agree on terms.
