I received a deposit and signed lease that the tenant decided to cancel 3 days later. I had others who really wanted the property. Can I charge them a fee for cancelling? If so, what is the amount I can charge?

You can hold the security deposit and charge them a prorated rent until the day that new tenants sign a lease. They are legally responsible for that. If you do not want to do this as it may cause issues you can let them off and sign a an agreement to break lease with your terms to hold a portion of the money as a cancellation and until other tenants move in.
