I have a enant who wants to occupy our rental on the 21st of Feb. with the lease starting on March 1st. I have stated to the tenant I would need to adjust the least date to 2-21 with a pro-rated rent amount. Is that correct? I don't think I can legally let someone occupy the property without a signed lease?

Yes always sign a lease and charge a prorated rent for the remainder of the current month. This just protects you.
