Can a tenant bury dead animals a the rental property in NC? The tenant believes that I have no right to tell them to dig them up. Please is this legal?

This is a good one and took some searching. I have wondered the same thing myself as a Landlord. I have often let my tenants bury animals, however the property allows for this. What if my property with not so much ground had every tenant burying animals...it would be like Pet Cemetery, and that movie scared the hell out of me. I did find this:
The owner or operator of the land where the animal dies is responsible for disposing of the animal. When the owner cannot be identified within a municipality or county then an individual designated by the municipality or county must properly dispose of the animal and the costs incurred may be recovered from the animal’s owner when the owner is identified. N.C.G.S. § 106-403.
