Tenant has signed lease renewal, Can we send an additional Addendum regarding the basement, during huge rain storms water may get in to the basement and they should take precautions for their personal items and keep them up off the ground.

Yes absolutely, you can send a notice that they are fully responsible to prepare for any water damage that could occur. On this notice you should make sure they can sign to acknowledge that they understand.
