Tenant has lived there 2 years and Have given Tenant lease renewal and he is refuses to sign it and wanted all the verbiage changed, it's the same lease he signed 2 years ago. As of right now we do not have a lease agreement, can I send him a 30 to Vacate?

Yes you can send him a 30 day notice to vacate and this should be also submitted to the court if you plan on filing official eviction. If he is not willing to sign then this is a good sign that he will not be too distraught when asked to leave. Have you checked the property at all? Is he a good tenant? Is it someone you would like to keep? These are all things to consider before wether or not you should compromise and update the lease.
