have a tenant not wanting his wifes name listed on lease for responsible for rent, he wants just his. Should we do that and just list her as a occupant?

If she is not going to be financially responsible you can list her as an occupant. She does not need to be listed as a tenant. You do want to make sure that she is on the lease though in case anything does go wrong and court action needs to take place.
